Hester M. Peirce was appointed by President Donald J. Trump to the U.S. Securities and Exchange Commission and was sworn in on January 11, 2018.

Prior to joining the SEC, Commissioner Peirce conducted research on the regulation of financial markets at the Mercatus Center at George Mason University. She was a Senior Counsel on the U.S. Senate Committee on Banking, Housing, and Urban Affairs, where she advised Ranking Member Richard Shelby and other members of the Committee on securities issues. Commissioner Peirce served as counsel to SEC Commissioner Paul S. Atkins. She also worked as a Staff Attorney in the SEC’s Division of Investment Management. Commissioner Peirce was an associate at Wilmer, Cutler & Pickering (now WilmerHale) and clerked for Judge Roger Andewelt on the Court of Federal Claims.

Commissioner Peirce earned her bachelor’s degree in Economics from Case Western Reserve University and her JD from Yale Law School.

Commissioner Peirce has been designated as the leader of the SEC’s Crypto Task Force.

Alan heads the Financial Infrastructure & Artificial Intelligence Office at the Monetary Authority of Singapore (MAS).

In this capacity, Alan leads the development of strategies to drive digital transformation across the financial industry, and spearheads programs to foster responsible innovation in AI and Asset Tokenisation. He oversees MAS’ initiatives for cross border multi-currency settlement and the advancement of digital public infrastructure and platforms for open finance.

Previously, Alan held various leadership roles in the private sector including managing consulting and software development teams across Asia Pacific. He is a co-author of patents in distributed systems and has a Bachelor of Engineering (Honours) in Electrical Engineering from the National University of Singapore.

John Ho is the Global Head of Legal, Financial Markets for Standard Chartered Bank (“Standard Chartered”).

John has supported digitisation in Standard Chartered and adoption of new or innovative technology initiatives such as blockchain, distributed ledger technology and smart contracts. He is an active participant in the industry’s Fintech events and has shared insights on the legal and regulatory framework relating to the development of Artificial Intelligence, Fintech, Digital Assets, Stablecoins, Web3 and Central Bank Digital Currency (CBDC). He contributed to a recent publication issued by the World Economic Forum (WEF) called ‘Asset Tokenization in Financial Markets’ released in May 2025.

Angela leads Asia Pacific public policy and strategic partnerships for TRM Labs, a blockchain intelligence company that helps financial institutions, cryptocurrency businesses and public agencies detect and investigate crypto-related fraud and financial crime. A former regulator, Angela spent over a decade at the Monetary Authority of Singapore (MAS), where she was most recently Deputy Director in charge of licensing for payment service providers. As part of the pioneering team for Singapore’s payments regulatory regime, she oversaw the development of the licensing framework, and the assessment of several hundred payments and digital asset license applications. She holds an MBA from INSEAD.

Dr. Bo Bai is the Executive Chairman and Co-Founder of Alpha Ladder Group, a digital green group advancing sustainable finance through regulated digital solutions and carbon management platforms. A seasoned investor and climate finance leader, Dr. Bai is also the Founder of Asia Green Fund, a US$2.5 billion impact private equity firm driving Asia’s decarbonisation efforts. He previously served as Partner at Warburg Pincus and held senior roles at First Reserve and Goldman Sachs. Dr. Bai holds a Ph.D. in Physics from MIT and is a member of the Aspen Global Leadership Network.

Kah Kit is the Head of Blockchain and Digital Assets at UOB Group. He is a seasoned banking and finance professional, having held various roles in Bank Negara Malaysia (BNM) and the Bank for International Settlements (BIS). At the BIS Innovation Hub, Kah Kit led innovation projects most notably Project Nexus which developed a next-gen multilateral fast payment network, Project Mandala which pioneered a programmable compliance model and Project Rialto which devised next-gen FX settlement protocols. At BNM, Kah Kit was instrumental in leading BNM’s Digital Currency Research Hub which conducted a successful proof-of-concept of a multi-CBDC network dubbed Project Dunbar involving the central banks in Australia, Malaysia, Singapore and South Africa. 

David LEE Kuo Chuen is a Professor of Fintech and Blockchain at the Singapore University of Social Sciences (SUSS), an Adjunct Professor at the National University of Singapore (NUS), a founding Council Member of the British Blockchain Association, and Editor-in-Chief or Deputy Editor-in-Chief of the Journal of Fintech and Annual Review of Fintech.

Professor LEE is also an internationally renowned scholar and industry opinion leader in the field of blockchain, an expert in the development of WEB3 and Artificial Intelligence (AI) application scenarios, the Chairman of the Global FinTech Institute (GFI), a co-founder of the Singapore Blockchain Association, a co-founder of the Blockchain Security Alliance and Global Web3 Association, a CBDC advisor to the Asian Development Bank, Vice President of the Economic Society of Singapore (ESS), a cryptocurrency advisor to the Asian Institute of Digital Finance (AIDF) of NUS, an independent director of several listed companies in Singapore, founder of Western Australia Web3 Association, an angel investor in blockchain, WEB3, inclusive finance and AI innovation, a senior advisor and Investment Committee member of Artichoke Capital which is backed by institutional limited partners, including sovereign wealth and family office funds.

In the blockchain space since 2018, Sabrina is VP of Capital Markets at the Hedera Foundation, supporting the growth of the Hedera Hashgraph ecosystem in the Fintech and Payments space. Prior to her work at the foundation and at Hedera, she led Blockchain investments at LINE, as well as held roles at Samsung in corporate strategy and business development. Sabrina holds a PhD in chemical and biomolecular engineering from NCSU and an MBA from NYU Stern.

Kelvin Tan is Head of Tokenisation for Global Financial Markets (GFM) at DBS Bank, where he is responsible for building GFM’s asset tokenisation business. He was also part of the initial proposals and solutioning of the bank’s digital asset custody, security token offerings, crypto trading, and the DBS Digital Exchange.

Kelvin was involved in the Monetary Authority of Singapore’s Project Ubin which led to the development of Partior, and Project Guardian, an initiative to enhance liquidity and efficiency of financial markets through asset tokenisation.

He was previously Head of Innovation for GFM at DBS and Head of FinTech & Data, Technology at SGX.

Danny Chong is the Co‑Chairman of the Digital Assets Association (DAA) and a key architect behind the Digital Assets Summit, where he helps shape industry discourse on regulation, tokenization, and the future of real-world assets (RWA). He is also the Co‑Founder and CEO of Tranchess, a leading decentralized asset management protocol and one of the top validators on BNB Chain.

With 17 years in investment banking at Société Générale and BNP Paribas, Danny brings deep expertise in FX, structured products, and emerging markets. He serves as an Independent Director for a Nasdaq-listed technology company, actively mentors Web3 and fintech startups, and contributes regularly to leading industry publications, offering insights at the intersection of TradFi and DeFi.

Alvin Chia is the Head of Digital Assets Innovation for Asia Pacific at Northern Trust. He spearheads the development of market-leading innovations that advance Northern Trust’s digital asset strategy, focusing on tokenization, blockchain integration and next-generation market infrastructure. Alvin works closely with FinTechs, industry associations, regulators, and government agencies to shape the evolution of digital assets ecosystems across the region. He holds a PhD from the College of Design and Engineering (CDE) at the National University of Singapore (NUS) and is also an alumnus of Nanyang Technological University (NTU).

Patrick Yeo is Head of Crypto and Strategic Trading at DBS Bank’s Global Financial Markets responsible for the bank’s crypto trading and structuring desk. He also spearheaded the launch of the bank’s cryptocurrency options trading and structured notes.

Patrick joined DBS in 2017 as a FX Asia & Rates trader. Prior to that, he held senior trading roles at Standard Chartered, Bank of Tokyo Mitsubishi UFJ and UOB. He began his career at Mizuho Corporate Bank’s treasury and FX desk.

Patrick holds a Master of Applied Finance from Macquarie University and a BSc (Hons) in Finance from the University of
Manchester.

Rajeev is the Head of Digital & Data for Asia and MENA Region at HSBC Securities Services and is based out of Singapore. He has been instrumental in pioneering HSBC Securities Services Digital Assets Strategy and has led efforts focused on financial asset tokenization and custody of tokenized assets. He believes that Digital Assets and related technology is transformation of asset representation, eventually all assets and value will be represented in this format.

He has over 25 years of financial services industry experience across India, Japan and Singapore driving innovation in Global Markets, Post Trade Services . His focus has been on business transformation, and he has deep experience in business domain and technology strategy, transformation, and cost optimization.

Eddie Hui is the Co-President and Chief Operating Officer of MetaComp,
where he leads the firm’s strategic execution with a focus on digital assets
and financial innovation. With over 20 years of experience in financial
services, Eddie brings deep operational and market expertise from his
previous leadership roles at Société Générale across Asia, including in proprietary trading and prime services. His engineering background from ENSEEIHT, combined with fluency in English, French, and Japanese, positions him as a key driver in bridging traditional finance with the fast-evolving digital asset ecosystem.

Dr. Steven Hu is Managing Director, Head of Digital Assets, Global Markets at OCBC, where he leads the strategy and roadmap for digital assets across asset tokenisation, cryptocurrencies, stablecoins, and CBDCs. He previously drove digital asset initiatives at Standard Chartered and pioneered HSBC’s award-winning on-chain payment solution. Steven has played a key role in landmark projects such as Project Guardian with MAS and Project Dynamo with the BIS and HKMA. Named “Innovation Leader of the Year” by The Asset and a Chartered Fintech Fellow by the Global Fintech Institute, he is a frequent international speaker on the future of money and assets.

Suvashree is a crypto currency reporter for APAC with Bloomberg news in Singapore. She has been a journalist for the last 20 years covering central banks, financial institutions, treasury markets, investment banks in Asia before moving to the digital assets space just before the 2022 crypto meltdown. For Suva, as she likes to be addressed, the biggest differentiator between her current beat and traditional finance coverage days is no two days are same in this fast-moving digital assets world. From multibillion dollar companies being born overnight to regulatory changes around the world, this asset class keeps her on toes like no other before. While that could sometimes mean working from the sideline of a parent-teacher meeting, the pace of learning is the biggest attraction to this asset class for Suva.

strategy, business development, and strategic partnerships, she has led multicultural teams to onboard over 350 corporate clients, engage more
than 16 million users, and manage digital assets exceeding US$6 billion.

Prior to joining DCS, Elsa held senior roles across leading Web3 firms — including Vice President of Global Business at Bluehelix and Regional Managing Director, EMEA at ChainUp. She began her career at
OCBC Bank and later joined Huobi, building a strong foundation in both traditional finance and the early Web3 ecosystem — a cross-sector perspective that continues to shape her leadership today.

Tek Yew is an adjunct professor and advisor to the NUS-Asian Institute of Digital Finance which was formed jointly by the National University of Singapore and the Monetary Authority of Singapore.  

He also serves as a Senior Advisor to BCG and was most recently the Vice Chairman of Oliver Wyman Singapore (a Marsh McLennan “MMC” business). Aside from these roles, Tek Yew has also been appointed as an advisor to the ASEAN Bankers’ Association and the Global Finance & Technology Network (“GFTN”).

During his consulting career, Tek Yew has worked on major industry transformation programs such as the modernization of Singapore’s payments sector with the MAS.  He has also advised other Asian and Middle East central banks on Payments and Innovation, especially in the area of cross border instant payments platforms.

Tek Yew was also the founding co-chairman of the crypto-assets sub-committee of the Blockchain Association of Singapore and has been advising companies and banks on the implications and opportunities of CBDCs and stablecoins.

Tze Ching is Deputy Group CEO of Bright Point International Financial Group (BPI) and works with the senior management team in both shaping and implementing corporate strategy for BPI’s global businesses. Tze Ching is a seasoned regulatory compliance and market development professional with more than 15 years’ experience at the Monetary Authority of Singapore. Prior to this, Tze Ching was Chief Regulatory Officer at the Asia Pacific Exchange where she was involved in the launch of the first regulated Bitcoin Perpetual Futures Contract in Singapore.

Chia Hock Lai is an accomplished C-suite executive with nearly 20 years of experience in the financial and technology sectors (ex-GovTech, Income Insurance).

A prominent ecosystem builder, he is the executive chairman of the Responsible Fintech Institute and was the founding president of both the Singapore FinTech Association (SFA) and Blockchain Association Singapore (BAS). An alumnus of NUS and NTU, he has received prestigious awards like the IBF Fellowship and SkillsFuture Fellowship, and serves as an advisor to startups and organizations like Brunei Darussalam Central Bank.

Tanna is a regulation specialist covering AML/CFT, digital assets and banking regulation. She leads the policy work at the Responsible Fintech Institute, a non-profit shaping the future of responsible financial technology by developing key tools, standards, and frameworks. She was formerly a member of the Financial Action Task Force Secretariat and a Government official of Hong Kong across a decade of international and domestic policymaking work. Some of the key works include Hong Kong’s stablecoin legislation, and FATF’s standard changes in beneficial ownership and payment transparency. Before that, she was a political journalist at the South China Morning Post.

Cecilia Sha is the Founder and CEO of Abacus Asia Wealth Management, a MAS-licensed fund manager in Singapore. With over 20 years in private banking, she oversees the firm’s strategy, governance, and growth. Since founding the firm in 2009, she has built it into a multi-family office offering bespoke advisory, fund structuring solutions, and multi-jurisdictional structuring in collaboration with licensed professionals. Since 2023, she has overseen the development of Real-World Asset tokenization capabilities, bridging TradFi and DeFi. Cecilia holds multiple finance degrees and will commence a Doctor of Business Administration at Singapore Management University in 2025, focusing on traditional–decentralized finance convergence.

David Hui is Chief Commercial Officer of DBS Digital Exchange (DDEx), the world’s first full-service digital exchange backed by a bank. A members-only exchange, DDEx enables corporate and institutional investors, accredited investors and family offices to tap into the digital asset economy through its regulated platform that integrates trading, custody and tokenisation.

Prior to his current position, David was the Regional Head of SME Business Innovations and Solutions for Institutional Banking and held roles in Credit Suisse and Barclays Capital. David graduated with a Bachelor of Science in Information Systems Management with a double major in Finance from Singapore Management University.

Jason Chan leads government relations for Sumsub across APAC, where he builds strategic partnerships with regulators and industry associations to advance digital identity solutions. His multifaceted background provides valuable expertise in digital trust frameworks to his current role. At Kuaishou Technology, Jason developed stakeholder engagement initiatives addressing synthetic media and deepfakes for electoral integrity, collaborating across public and private sectors on policy development. During his tenure at Grab, he implemented effective policy programs against social engineering threats that significantly reduced account takeover incidents and fraud. 

Marwan is DeFi Lead at BNB Chain, where he oversees strategic investments, incubation, and the integration of RWA. He also serves as Head of EMEA, supporting the chain’s global expansion. Deborah Algeo is a seasoned strategist with over a decade of experience in the financial services sector, specialising in digital assets, RegTech, and custody solutions. Currently, she leads the enterprise strategy and solution at Zodia Custody, where she is instrumental in developing innovative products and services that empower businesses to explore and capitalise on opportunities in the digital assets space.

With a strong background in financial technology and regulatory technology (RegTech), Deborah is passionate about driving innovation while ensuring compliance with evolving regulatory landscapes. Her contributions to the RegTech sector are further underscored by her role on the advisory board of the RegTech Association, where she provides strategic insights to advance the industry’s growth and development.

Lennix leads global strategy and operations at OKX, where he plays a pivotal role in the company’s evolution into a leading hub for DeFi, NFTs, blockchain gaming, and crypto trading. With over 15 years of experience in crypto and traditional finance—including roles at JP Morgan, AIG, and CASH Financial—Lennix joined OKX in 2017 as one of its earliest employees. During her executive career she has achieved average deal sizes between USD$5-10M, established over 10 significant PPPs that enabled private sector access and has led Ministerial trade and business missions including PM Jacinda Arden to Singapore. Fatima is uniquely placed in understanding cultural nuances between East and West and is a proud Bahraini speaking both Mandarin and Arabic, sector agnostic, speaks 4 languages and graduated from London School of Economics and Political Science and has master’s degree in International Relations.

Jag Foo is a seasoned professional with over 15 years of proven experience in security management and technology. Currently a Partner at institutional digital asset custody provider Safeheron, he leads overseas market expansion and education. Previously, he grew a managed services business, securing billions in assets for clients from MNCs to government sectors. Jag is recognized for advancing industry standards with Enterprise Singapore and holds the “triple-crown” of professional security certifications (CPP, PSP, PCI).

Jason is a seasoned investment and business development professional in venture capital and technology space. At DFINITY he leads strategic partnerships with a focus on institutional finance and investment. Prior to DFINITY, he ran a crypto venture accelerator, while investing in and advising various crypto startups. He holds Bachelor’s dual degrees in Theoretical Mechanics and in Economics from Peking University, and a Master’s in Financial Engineering from the University of Michigan.

Alex is an Investment Partner at YZi Labs and covers token, equity and strategic investments. Prior to YZi Labs, Alex was an investment professional with a London-based technology fund and spent multiple years in tradfi at Goldman Sachs. Gracie Lin is the CEO of OKX SG, a leading cryptocurrency exchange holding a Major Payment Institution (MPI) license from the Monetary Authority of Singapore (MAS). CHIA Shih Yun is CEO of VerifyVASP, a leading Travel Rule solution provider proven to meet FATF standards and regulatory requirements internationally.

Shih Yun has had over 20 years of experience in various technology, data management, and governance roles at Morgan Stanley, driving financial data infrastructure and security. His expertise led to his appointment by the Singapore regulator (MAS) to conceptualize its data strategy, shaping the country’s regulatory approach to financial data management.

Samar heads up the Talos business in APAC, delivering institutional-grade digital asset trading systems to customers on the buy-side and sell-side. Over his 20-year career, Sen has worked in a variety of product, strategy, and technology leadership roles at capital markets firms across the industry. Prior to joining Talos, he served as the Global Head of Digital Products for Securities Services at Deutsche Bank, where he co-led the bank’s digital asset strategy and product delivery. In addition, he has held senior Asia-based roles at BNP Paribas, Barclays, and TradeHero after starting his career at Goldman Sachs in New York. Sen holds a degree in Computer Science from Northwestern University and an MBA from INSEAD.

Nadine Loepfe is a Developer Advocate for Hedera specializing in real-world asset tokenization. She leads the development of a reference architecture for tokenized real estate and is helping projects to bring real-world assets on-chain. With a background in enterprise blockchain and protocol integration, Nadine focuses on bridging theory and implementation. Her work spans smart contract design, DAO governance, and DeFi mechanisms – offering practical solutions for institutions and developers exploring asset tokenization at scale.

Rahul is a fixed income banker with deep expertise in Asian debt markets.
He is passionate about equal access and transparency in bonds. Prior to
starting BondEvalue in 2016, Rahul was the global head for International
Corporates, Financial Market Sales at Standard Chartered Bank. His team
was based across all the major SCB dealing rooms and provided Fixed
Income solutions to their clients. He was also a member of the bank’s
Capital Markets, global management team.
During the early part of his career, he worked in the financial markets
teams at Nomura (Singapore), Credit Suisse (India) and Citibank (HK &
India). He graduated from Delhi College of Engineering and did his MBA
from the Indian School of Business (Deans List), where he also received
the HSBC scholarship for leadership. He did his Doctorate from the
Singapore Management University (SMU), with a thesis on trust in non-
human actors. He received a merit award for academic performance at
SMU. He regularly teaches and speaks on bond markets and fintech. He
also holds two engineering patents in his name. Rahul lives in Singapore
with his wife and two daughters.​

Markus Thielen is the founder of 10x Research, a leading digital asset research firm serving traders and institutions. He previously served as Head of Research and Strategy at Matrixport, founded Jomon Investment Management, and held portfolio management roles at Millennium Capital Partners and JP Morgan’s Investment Group. Markus began his career at Morgan Stanley, leading Asia’s Quant & Derivatives Strategies Group. He holds a degree from ESCP Business School and a Certificate in Sustainable Finance from the University of Cambridge.  Phil Barkett serves as Vice President of Enterprise at Blockstream, leading the company’s institutional strategy by fostering partnerships and managing a global team. With expertise in alternative investments and capital markets, he excels at converting complex blockchain and tokenization opportunities into compliant, scalable solutions. At Blockstream, Phil has significantly expanded the company’s institutional presence and advanced offerings that connect traditional finance with DeFi, notably in tokenizing real-world assets and modernizing capital flows.

Konstantin Richter is a serial entrepreneur, investor, and advisor. He has been active in the blockchain ecosystem as an advisor and contributor since 2015, with the likes of Gem, Po.et, and MadHive. In 2017, he created Blockdaemon in order to bring institutional-grade infrastructure to blockchain protocols, crypto native and traditional financial institutions. Subsequently, Konstantin has helmed Blockdaemon through three major funding rounds raising $400M to date. The most recent being a Series C raising $207M at a $3.25B valuation led by Sapphire and Tiger Global with previous backers SoftBank, Goldman Sachs, and Citi Ventures. Dr. Tanwa Arpornthip serves as a Senior Advisor at SCB 10X, the venture arm of SCBX Group, where he applies his Ph.D. in Physics from the University of Virginia to evaluate and guide investments in frontier technologies.

At SCB 10X, he conducts technical due diligence on blockchain, DeFi, and AI startups, advises the company on strategic technology initiatives including tokenization and institutional-grade infrastructure, and provides recommendations on technology roadmaps for portfolio companies. He has pioneered AI automation within the investment process, developing systems that enhance due diligence efficiency, automate deal analysis, and optimize technical assessments for both digital asset and traditional finance applications.

Daniel Lee is the Head of Web3 at Banking Circle, a B2B wholesale bank licensed in Luxembourg with global operations. He led the launch of EURI, the first MICA-compliant stablecoin in the EU, and oversaw tokenised deposit issuance to Ant Group. He serves on the Board of Coins U Trust and advises Techstorm TV and CalvinCheng Web3 FZE. Formerly with DBS for 22 years, he was Head of Business & Listing at DBS Digital Exchange and contributed to projects like Climate Impact X. Samantha is the Founder and CEO of YAP Global, an international PR and communications consultancy that works with meaningful companies and organisations in the cryptocurrency, decentralised finance (DeFi) and web3 sector. With her expertise and stewardship, she has built
